02 Buick Lesabre is making noise near front left tire. Wheel bearing and axle have been replaced?

and I posted this question before got some good feedback , but, it isn't the bushings on sway bar and not the struts. Does anyone have any other ideas. It has 83,000 miles and good tires, but is it possible that better tires would fix the problem. We rotated the tires to see if it made a difference and it didn't. The noise is kind of a bumpy type noise. Any help would be appreciated
