How is India responsible for environmental degradation in the Northern part of Bangladesh?

all these days north indians are throwing out all there wastes in the rivers, these rivers flow throw the bangladesh and during the time of flood rivers covers a larger area and the waste thrown by the indian's get deposited in the banks of bangladesh thus there is environmental degradation.
