Obama is so worried about deep water drilling why'd he give Brazil & Mexico 4 bil to drill deeper IN THE GULF?

Obama is a globalization person.By shutting down our oil rigs and loaning money to Brazil,so Soros can make more money from his stock holdings in the Brazil Oil (BRA) and giving money to Mexico to appease the Mexican population for votes,he also believes and want the USA to be depend on foreign oil,thus setting us up for a one global government.Cutting our oil and making us dependent on foreign oil gives him a reason to push for Cap and Trade.
