Rotator cuff Surgery almost 6 months ago - Pain in front shoulder (bicep tendon)?

I had a small tear repaired which they also had to use a small pin to attach to my bone...they also removed a bone spur. It's been almost 6 months now and I still have this sharp pain in my bicep tendon area...the area in front of the shoulder near the underarm..but not in front. It's really making me feel depressed because I can't do much some days. I don't even do much I sometimes do my physical therapy...but I had to take out the pulling with two hands outward with a band exercise because it was way too painful. My question is why am I having this pain and is it normal?? Do I need another surgery? My doctor had said I have to strengthen my muscles in my arm to help the weakness that's causing it...but I just feel like something else is wrong...why does it hurt anyone know?
